The 5th World Xiangqi Championships

Regulations





1. Objective: To promote Xiangqi worldwide, elevate the game
              playing standard, and foster goodwill and
              friendship among the Xiangqi players.

2. Organizer: Hong Kong Chinese Chess Association (appointed
              by the World Xiangqi Federation).

3. Co-organizer: Hong Kong Provisional Urban Council.

4. Date: November 19-23, 1997 
         (reporting on November 18; departing on November 25)

5. Venue: Kowloon Park, Tsimshatsui, Hong Kong.
           (Smoking is strictly prohibited.)

6. Eligibility: Via written invitation from the organizer or
                recommendation from World Xiangqi Federation.

7. Events:

   7.1 - Men's Team 
   7.2 - Men's Individual 
   7.3 - Women's Individual
   (Chinese and non-Chinese players shall play in the same field.)

8. Competition Format: 

   8.1 - Men's Individual shall be a 9-round competition
         using the Swiss system with one game for each match.
   8.2 - If a team consists of two or three players, two of
         them shall be designated as team players before the
         event begins. (The ranking of Men's Individual also
         accounts for the result of Men's Team.)
   8.3 - The method of Women's Individual shall be determined
         according to the number of contestants registered.
         Provisionally the round robin method will be adopted.

9. Rules: The current competition rules of the Asian Xiangqi
          Federation shall be applied. (All contestants must
          personally record the moves of every game.)  

10. Results computation:

    10.1 - Men's Team:  The result of Men's Team shall be
           based on the total victory points of the team
           players, where the "victory points" of each team
           member is defined as the total number of
           contestants plus one minus the ranking of the
           player in Men's Individual; the higher the total
           victory points of the team, the higher the
           position.
           If the scores of two or more teams are identical,
           the team with a higher rank player comes ahead.
    10.2 - Men's Individual:  The result of Men's Individual
           shall be determined by the accumulated match
           points achieved.  In case of identical scores, the
           ranking is determined by the accumulated
           opponents' points and the number of violations in
           that sequence.
    10.3 - Women's Individual:  The result of Women's
           Individual shall be determined by the accumulated
           match points achieved.  In case of identical
           scores, the ranking is determined by the
           accumulated opponents' points of round robin (the
           total number of accumulated match points of
           opponents with winning result, and half of the
           accumulated match points of opponents with a draw),
           the direct game result between the two players,
           and the number of violations in that sequence.
    10.4 - Non-Chinese Individual:  The result of Non-Chinese
           Individual is determined by their placing in Men's
           Individual.

11. Awards:

    11.1 - Men's Team:  The 1st six winners of the event. 
    11.2 - Men's Individual:  The 1st twelve winners of the
           event.
    11.3 - Women's Individual:  The 1st four winners of the
           event (will be revised if the number of
           contestants is more than ten).
    11.4 - Non-Chinese Individual:  To be determined
           according to the number of contestants.

    All winners will receive a trophy for their achievements. 
    Prize awards: To be announced.
    All participants will receive souvenirs.

12. Entry and Registration:

    12.1 - Each association (unit) may enroll a team of one
           captain, two male players, one female player, and
           one non-Chinese player.
    12.2 - To promote Xiangqi internationalization, and to
           encourage more participation from non-Chinese
           players, request for extra number of entries from
           non-Chinese players may be sent to the organizer
           through their local Xiangqi organizations for
           obtaining the qualification of participation. The
           organizer may specially invite non- Chinese
           players from the countries and regions where
           Xiangqi organizations are yet to be established.
    12.3 - Entry form must be submitted at the latest by
           September 15, 1997 to the organizer at: Shatin Fo

13. Reception:

    13.1 - All the participants shall cover their own
           international travel expenses.
    13.2 - The organizer will provide each team (5 persons)
           with accommodation, boarding and local
           transportation for competition during the period.
    13.3 - Visitors other than the participants will be
           helped with the arrangements of accommodation and
           boarding at their own expenses.  The charge will
           be announced in due course.
           The number of visitors are requested to be
           informed to the organizer along with the entry
           form for the convenience of the organizer in
           assisting with the arrangements, if needed.        

14. Additional remarks, if any, will be notified further.

     Amendments to the Regulations

1. RECORDING OF THE MOVES:

   1.1 Each player should personally record the moves of each game.
   1.2 Omission of every 4 continuous moves, pointed out by the
         opponent and verified by the referee,  is treated as a violation. 
         The player will lose the game if he/she has accumulated 4 such
         violations. 
   1.3 The player must immediately use his/her own time to record 
         the omitted moves . 
   1.4 After the game, each player has to sign on both his/her own and
         his/her opponent's record  sheet before submitting it to the 
         Tournament Committee.  

2. TIME CONTROL:

   2.1 Each player must complete his/her 25th move by 60 minutes.
   2.2 Each player must complete his/her 35th move by 75 minutes.
   2.3 Each player must complete his/her 45th move by 90 minutes.
   2.4 Each player must complete his/her 55th move by 105 minutes. 
   2.5 Each player must complete his/her 65th move by 120 minutes.
   2.6 After the initial 120 minutes, the time control is changed to 10
         moves in 5 minutes.  However the players are not required to
         record the moves. 
   2.7 The unused time in any time segment can be carried forward to
         the next time segment, and so on.
   2.8 If a player fails to complete the moves in the above time control,
         he/she will lose the game.

3. TIMER/CLOCK:

   3.1 All clocks will be set at 12.00 o'clock at the biginning of the game
         and will not be further adjusted.
   3.2 Each time control is deemed to be completed as the minute hand    
         of the clock has passed the time control mark as specified above.

4. ENQUIRIES AND COMPLAINTS:

    During the match, a player can raise any enquiry or complaint to the  
    referees on duty when it is his/her turn to make a move.  If he/she
    is not satisfied with the decision of the referees, he may propose
    an adjournment and immediately appeal to the Arbitration Unit. No
    post-game complaints or appeals will be accepted.  The decision of
    the Arbitration Unit is final and should be carried out on the spot.
